Short Range Transit Plan

Overview

CityBus is making changes to improve the reliability of the transit system, improve connections to other transit operators, and ensure that limited resources for transit are distributed to benefit the greatest number of riders. Over the last month multiple proposals have been brought forth for public comment. We are now seeking feedback on the final set of proposals. The proposed changes are all tied together, resulting in situations where a route may see an increase in service while another will see a reduction in service. These proposed changes reflect the first round of feedback, service performance, and budget constraints. Taken together, these changes are intended to significantly improve on-time performance in the CityBus system and connectivity to SMART and Sonoma County Transit within available resources. Once approved, changes will go into effect February 14, 2027.

Project Timeline

  • August – September 2026 – Round one of proposal feedback COMPLETE
  • October 2026 – Round two of proposal feedback
  • November 17, 2026 – A public hearing will be held at the City Council Meeting
  • December 1, 2026 – The City Council will adopt the final service plan
  • February 14, 2027 – CityBus and Sonoma County Transit will implement coordinate service plans
Affected Routes

All routes will have changes to their schedules to improve on-time performance; the routes labeled on the drop-down menus below have proposed changes to their routing and/or level of service. Please click through each drop down to understand each change and how they relate to the entire CityBus system. Routes with major changes have a link to a specific survey relating to the route.

Weekday Service

Proposal #1: Adjusted Routing of Route 9 (30-minute service)

Fast Facts
  • Will operate every 30 minutes on weekdays
  • Improved reliability
  • Service is removed from Dutton Ave between 3rd and 9th Street due to low ridership and the need to improve on-time performance.

Proposal #2: Bidirectional Route 9 (Hourly Service)

Fast Facts

  • Will operate every 60-minutes
  • Better connections to other bus transit.
  • Bidirectional service, trips to and from a location on the route will take the same amount of time.
  • New service on North Dutton Ave including Santa Rosa Community Health and the Living Room Life Center
  • New service to the North Santa Rosa SMART station and Coddingtown Transit Hub increasing the number of services connecting to and from the Route 9.
  • Service is removed from Dutton Ave between 3rd and 9th Street due to low ridership and the need to improve on-time performance.

Round one feedback showed that for most riders a Route 10 that begins and ends at Coddingtown will not have a major impact on how they use CityBus. Fast Facts

  • New service on Airway Drive
  • Bidirectional service along Mendocino Ave and on Piner Road/ Bicentennial Way between Airway Drive and Mendocino Ave
  • The shorter route will result in a more reliable service.
  • Service to and from Coddingtown only, no direct service to the Downtown Transit Mall.
  • The Route 1 will have 15-minute frequency improving connections at Coddingtown and at the Kaiser Medical Facility stop on Bicentennial.
New version of the Route 10 that starts and ends at Coddingtown Transit Hub

Thanks to special funds CityBus was awarded as part of a City grant, Route 15 will begin a pilot period of 30-minute frequency on weekdays. To help with on-time performance of the route and the entire system, half of the trips on the route will turn around at Southwest Community Park. Please see the map below with a proposed schedule. For many years, the Oakmont Village Association (OVA) and the City of Santa Rosa have partnered to provide Route 16 transportation to the Oakmont community. With a decline in Route 16 ridership over the last 8 years, OVA and CityBus Are exploring opportunities better serve Oakmont residents. Under this proposal Route 16 would cease operating after a transitional period. Oakmont residents will continue to have a range of transportation options including:

  • Route 30 (sctransit.com or 707-565-7433),
  • Apply to register for paratransit (https://sctransit.com/paratransit/ or 707-565-7433)
  • Call Oakmont Volunteer Helpers (707-539-8996)

OVA and the City want to ensure riders and residents are aware of their existing options as well as ensuring new programs fill existing transportation gaps (example GoGo Grandparent). Please complete the survey below.

Due to budgetary constraints and low ridership CityBus is evaluating potential changes to Route 18 that could include elimination of the route. If you are a current rider of the Route 18 you are encouraged to complete the survey below. Your answers will shape the future transportation options for residents living in the Route 18 service area.
