Why are these changes being proposed?
The simplest answer is, to improve on-time performance and service reliability as well as connections to SMART and other transit systems. Depending on public feedback, CityBus will implement changes in the Winter of 2027. CityBus began this process by holding study session with the City Council at the July 28, 2026 meeting. The Council gave staff direction to move forward with service proposals that will help improve system reliability, increase connectivity with SMART and coordination with local partner agencies including Sonoma County Transit, and position the CityBus system for success and fiscal resilience into the future.
What are the changes are being proposed?
CityBus will be evaluating a range of potential service changes to improve system performance and connectivity. This webpage gives you the opportunity to review and provide feedback on the changes that CityBus is considering. These changes are all proposals and are not a guarantee. While systemwide service reductions are not proposed at this time, due to financial limitations, service hours may be redistributed between routes to ensure the whole CityBus system can operate on time. To achieve this goal some routes may see a decrease in service while other routes will see improvements. Unfortunately, expansion of CityBus hours of operation or geographic coverage is not possible at this time due to funding constraints.
In the survey below, initial service proposals are broken out by route so you can give your opinion based on what service affects you the most, or you can answer all the survey questions. Some questions ask how you feel about specific changes; other route surveys will help CityBus staff better understand how riders use the system.

Project Timeline
- August 2026 – Service proposals and initial public feedback.
- September 2026 – CityBus staff will refine proposals, conduct a second round of public feedback, and hold a public hearing with the City Council for final public comment.
- October 2026 – CityBus staff will create a final service plan and seek Council approval.
- January 2027 – CityBus will implement changes as directed by the City Council.
